Dr. Samba Bah appointed to lead student loan scheme

The Ministry of Higher Education, Research, Science and Technology is pleased to announce the appointment of Dr. Samba Bah (Ohio University, USA) as the new Executive Director of the Student Revolving Loan Scheme. The appointment is effective from 1st November 2025.

Dr. Bah brings a wealth of expertise and a proven track record in higher education leadership, administration, and finance to this critical role. A distinguished scholar-practitioner, he recently earned his PhD in Higher Education and Student Affairs from Ohio University, USA, where his doctoral research focused specifically on cost-sharing models in public higher education, with a phenomenological study on graduates of the University of The Gambia.
The Honourable Minister of Higher Education, Research, Science and Technology, Professor Pierre Gomez, stated, “We are delighted to welcome Dr. Samba Bah to lead the Student Revolving Loan Scheme. His profound understanding of the financial challenges facing students, combined with his extensive experience in strategic management and stakeholder engagement, makes him the ideal person to steer this vital national programme. We are confident that under his leadership, the Scheme will enhance impact and sustainability, ensuring greater access to higher education for all deserving Gambian students.”
Dr. Bah’s professional background includes significant leadership roles in both The Gambia and the United States. He previously served as the Speaker of the National Youth Parliament of The Gambia, where he demonstrated exceptional skill in governance, advocacy, and securing international funding. His recent work has involved programme management, policy advice, and providing strategic support in educational and resettlement contexts.
Expressing his enthusiasm for the new role, Dr. Bah said, “I am deeply honoured by the confidence bestowed in me by the Office of the President and the Ministry of Higher Education. I am committed to working diligently with all stakeholders to ensure the effective operationalisation of the Student Revolving Loan Scheme Act, 2025, and to contribute towards advancing equitable access to higher education and the development of our nation’s human capital.”
The Student Revolving Loan Scheme is a pivotal initiative under the Ministry of Higher Education, Research, Science and Technology, designed to provide financial assistance to students pursuing tertiary education.
